Reserve Study – Download the report here (completed 11/17/2022)

If the governing body of a homeowners association has not had a reserve study conducted on or after October 1, 2018, the governing body shall have a reserve study conducted on or before October 1, 2023, and an updated reserve study at least every 5 years thereafter.

Each reserve study required under this section shall:

  • (1) Be prepared by a person who:
  • (i) Has prepared at least 30 reserve studies within the prior 3 calendar years;
  • (ii) Has participated in the preparation of at least 30 reserve studies within the prior 3 calendar years while employed by a firm that prepares reserve studies;
  • (iii) Holds a current license from the State Board of Architects or the State Board for Professional Engineers; or
  • (iv) Is currently designated as a reserve specialist by the Community Association Institute or as a professional reserve analyst by the Association of Professional Reserve Analysts

Funding requirements:
If the most recent reserve study is your initial study, you have 3 fiscal years following the year in which the study was completed to attain the annual funding level set forth in the study.

The Elkridge Crossing Condominium Townhome II, Inc. Board of Directors is seeking qualified and enthusiastic residents to serve on the Board for the upcoming term.

What does it mean to be on the Board of Directors?

  • Contribute to the community: Board members play a vital role in maintaining and enhancing our community.
  • Make important decisions: You’ll help make decisions on matters such as:
  • Community Rules and Regulations: Ensuring they are fair and consistently enforced.
  • Community Budget: Overseeing the financial health of the HOA.
  • Property Maintenance: Planning and overseeing necessary repairs and improvements.
  • Community Events: Organizing and supporting social events for residents.
  • Represent the interests of residents: Advocate for the needs and concerns of all community members.

    Qualifications:
  • Must own and reside in a unit in EC Condo TH II and must be in good standing with the HOA.
  • Willingness to attend regular board meetings (typically monthly).
  • Strong communication and interpersonal skills.
  • Ability to work collaboratively with other board members and residents.
  • A commitment to serving the community.

Understanding the dues increase

The recent passage of Maryland legislation mandating reserve studies for all HOAs underscores the importance of adequate funding for future repairs. This law was enacted in response to tragic incidents, such as the collapse of a Florida condominium, which highlighted the dire consequences of insufficient reserves. This tragedy serves as a stark reminder of the unexpected expenses that can arise within a community. By maintaining adequate reserves, the HOA aims to mitigate the financial burden of future repairs and protect the long-term value of the community.

If the association doesn’t have enough funding and a major unexpected expense arises, the board will be forced to implement an emergency special assessment. By having a special assessment planned, it allows for better budgeting and allows the payments to be billed monthly over the course of the year.

Why This Matters Now

  • The insurance carriers currently view the association as a high risk due to 7 claims in the last several years. We were able to get coverage by a less expensive carrier but were required to increase the deductible to $25k/claim. We have been advised that if any incidents occur, it is in the association’s best interest to pay out of pocket to cover the damage and not file any claims for at least three years.
  • For our community, that means we must act proactively rather than hoping problems never arise. Deferred maintenance or underfunded reserves simply increases the risk that when a major repair becomes unavoidable, such as roof replacement, structural repairs, toilet overflows, concrete repair, etc., the financial burden falls all at once, often in an unmanageable amount.
  • A well-funded reserve helps preserve property values over time, avoids emergency financial shocks, and ensures that needed repairs are handled promptly and safely.

Why We Are Proposing a Special Assessment

Given the recent reserve study results for our association, the recommended funding level to adequately provide for long-term maintenance and large-scale repairs is significantly higher than current reserve contributions. Waiting gradually to meet that funding without additional support would take many years and would leave us exposed to risk in the meantime.

By approving a planned special assessment now:

  • We can raise the necessary funds in a structured way rather than through an ad hoc, emergency assessment in the future.
  • The assessment can be spread out and billed monthly over the coming year, making it more manageable for individual homeowners than an unexpected lump-sum demand.
  • We can start building up reserves now, protecting the community, ensuring compliance, and reducing the chance of urgent assessments later.

If we delay, we run the risk of being unprepared when significant repairs become unavoidable; postponing could lead to far greater cost, disruption, and potential decline in property values.

In Favor For Our Community’s Long-Term Stability

Supporting this special assessment is not about sudden extra expense; it is about being responsible and forward-thinking. By acting now, we ensure that our association meets the requirements of Maryland law and, more importantly, that we safeguard the safety, integrity, and market value of our community.

In short: this assessment is a collective investment, paid now to prevent much larger, unforeseen costs later, and to protect all homeowners’ interests.
