Reserve Study – Download the report here (completed 1/29/2024)

If the governing body of a homeowners association has not had a reserve study conducted on or after October 1, 2018, the governing body shall have a reserve study conducted on or before October 1, 2023, and an updated reserve study at least every 5 years thereafter.

Each reserve study required under this section shall:

  • (1) Be prepared by a person who:
  • (i) Has prepared at least 30 reserve studies within the prior 3 calendar years;
  • (ii) Has participated in the preparation of at least 30 reserve studies within the prior 3 calendar years while employed by a firm that prepares reserve studies;
  • (iii) Holds a current license from the State Board of Architects or the State Board for Professional Engineers; or
  • (iv) Is currently designated as a reserve specialist by the Community Association Institute or as a professional reserve analyst by the Association of Professional Reserve Analysts

Funding requirements:
If the most recent reserve study is your initial study, you have 3 fiscal years following the year in which the study was completed to attain the annual funding level set forth in the study.

  1. On the Login screen, click sign up
  2. Enter your account number and pin (located in your letter)
  3. Enter your email address (this will be your Username)
  4. Click sign up
  5. Go to your email account for the account finalization email
  6. Click the finalize link in the email
  7. Create a Password
  8. Confirm the Password
  9. Click verify
  10. Enter your Username and Password to login

While logged into Resident Web Access, click the tabs at the top of the page to:

  • View your open charges and transaction history
  • Manage payment information and make a payment
  • Opt into free credit reporting

Understanding the dues increase

The Board is aware that the proposed increase in HOA fees is substantial. However, it is important to note that the Declaration limits annual increases to 25%. While the Board has approved this increase, it will not take effect until it is formally adopted at the upcoming HOA meeting.

The recent passage of Maryland legislation mandating reserve studies for all HOAs underscores the importance of adequate funding for future repairs. This law was enacted in response to tragic incidents, such as the collapse of a Florida condominium, which highlighted the dire consequences of insufficient reserves.

The recent sinkhole in the community on Chetan Ln (repaired July 2024) serves as a stark reminder of the unexpected expenses that can arise within a community. By maintaining adequate reserves, the HOA aims to mitigate the financial burden of future repairs and protect the long-term value of the community.
