Who’s Duty is it?
When walking pets on public or private property it is the responsibility of the walker to clean up after the pet. As stated by Maryland Department of the Environment “Dog waste is an environmental pollutant. Decaying pet waste consumes oxygen and sometimes releases ammonia. Low oxygen levels and ammonia can damage the health of fish and other aquatic life.
